Having considered the proposed options for sketches of the coat of arms of the city of Khanty-Mansiysk, the City Duma decided:

1. The sketch of the coat of arms of the city of Khanty-Mansiysk (author Levko Ya.I.) should be approved.

3. The head of the information department (Korneev A.A.) to publish a sketch of the coat of arms of the city of Khanty-Mansiysk through the media, full houses, pennants, booklets about the city of Khanty-Mansiysk.

4. The head of the culture department (G.V. Solovar) must, by 06/01/95, conclude an agreement and produce badges with the city’s coat of arms.

5. The head of the culture department (G.V. Solovar) must, by June 17, 1995, make installations depicting the coat of arms of the city of Khanty-Mansiysk on the square of the river station and at the entrance to the city of Khanty-Mansiysk from the airport.

6. Approve the Regulations on the procedure for reproducing the coat of arms of the city of Khanty-Mansiysk in accordance with the appendix.

DESCRIPTION OF THE COAT OF ARMS OF THE ADMINISTRATIVE CENTER OF KHANTY - MANSI AUTONOMOUS DISTRICT

The full coat of arms of the city of Khanty-Mansiysk consists of a shield with emblems, topped with a crown in the national style.

The outer part of the coat of arms is a shield topped with battlements, symbolizing the fortress (the historical name of the city, its antiquity) and a crown, symbolizing belonging to the Khanty-Mansiysk district, the outline repeats the coat of arms of the district.

The crown and battlements are supported by the inscription "Khanty - Mansiysk".

The central part of the coat of arms is a composition of four symbols placed on a bright blue (azure) background. The background symbolizes the space of water and sky.

Composition details:

1. Arc - a hemisphere symbolizes the sun and hills washed by the waters of the Irtysh and Ob.

2. Three snowflakes are placed on a blue background above the hemisphere (belonging to northern cities and a long snowy winter).

3. Against the background of a golden hemisphere there are three emerald-colored spruce trees, the outermost spruce trees are depicted in the form of tents. The emerald color symbolizes the taiga surrounding the city.

4. The green background is edged with a black stripe (black color is a symbol of calm and business balance).

5. On an emerald green background in the lower part of the coat of arms there is a symbolic white bird (white crane, Siberian Crane) with outstretched wings, as if covering the entire environment. The white bird symbolizes the purity and uniqueness of the city's geographical location.

The graphics of the coat of arms are made in a complex golden color (golden ocher with the addition of black, green and red). Ocher can be replaced with gold. This color symbolizes wealth, justice and generosity.


REGULATIONS ON THE ORDER OF REPRODUCTION OF THE COAT OF ARMS OF KHANTY - MANSIYSK

1. A multi-color version of the city's coat of arms is reproduced as a title image on:

Certificates of honor from the city;

certificates, certificates of honorary titles established by the City Duma, holiday cards, booklets.

2. The coat of arms is produced on document forms: of the City Duma, Duma deputies, Head of the City Administration, structural divisions of the City Administration, territorial election commission, in the office of the Head of the City Administration, Duma meeting room.

3. The coat of arms may be placed on the seals of the City Administration, municipal enterprises, institutions and organizations.

4. Images of the city’s coat of arms may be installed at entry points to the city’s territory.

5. The procedure for the production, use, storage, destruction of forms, seals and other media for reproducing the city coat of arms is established by the City Administration.

6. Compliance with the procedure for using, storing and destroying forms, seals and other media for reproducing the coat of arms is entrusted to the Administration of the City Administration.

7. The reproduction of the city’s coat of arms, regardless of its size and technique of use, must always exactly correspond to its description, according to the description of the coat of arms approved by the Duma. In this case, it is allowed to reproduce the coat of arms in a single-color version.

The main symbol of any city or state is its coat of arms. In Russia, as in many European countries, state emblems appeared in the Middle Ages. At the end of the 15th century, the first sovereign of united Rus', Ivan III, created a national press. The charter of 1497 brought to our time the red wax imprint of this seal. On it, for the first time, images of a horseman slaying a dragon with a spear and an image of a double-headed eagle with crowns on his head are combined and remain inseparable for several subsequent centuries. However, if in the 15th century both emblems acted as equivalent, then already in the 16th century the double-headed eagle gained a dominant position, and in the 17th century it became the main emblem of the Russian state emblem. As the royal power strengthened, the images of the eagle and the horseman changed repeatedly. So, in its claws the Eagle held a cross, a sword, an orb, and just an apple, and a Gospel, and a palm branch, and lightning, and a scepter.

And the wings were different: lowered, upturned, straightened, sharp, round... On the head there were Caesar's crowns and royal crowns, Monomakh's caps and two-tier crowns, royal crowns and imperial crowns. (on the slides there are coats of arms of different times)

Thus, on its mighty wings, the double-headed Eagle held Russia until 1917. In 1917, the state of the USSR and, accordingly, the coat of arms of the USSR appeared. (on the slides the coat of arms of the USSR and the RSFSR)

By decree of the President of Russia on November 30, 1993, a new state emblem was introduced - a double-headed eagle, the design of which was made according to sketches of the coat of arms of the Russian Empire. (on the slide there is an image of the coat of arms of Russia).

Crowns over the heads of the eagle are considered as symbols of the union of republics, territories, regions that make up the Russian Federation. The scepter and the orb mean strong power, protection of the state and its unity. The rider on the shield on the chest of an eagle is not only an ancient symbol of the capital of Russia - Moscow, but also the personification of the victory of good over evil, the readiness of our people to defend their country from enemies.

Another important character is the silver crane, located on a green field. The bird is shown soaring upward, with its wings spread wide. The representative of the kingdom of birds, firstly, symbolizes the richness of the local fauna, and secondly, it acts as a symbol of pristine purity.

Symbolism of flowers

The city coat of arms contains popular heraldic colors, two of which are precious - gold and silver. The golden color is a symbol of wealth and prosperity, since the region has large oil reserves, the choice of a precious shade is understandable.
