The standard working time for 2018 is the total volume of days and hours to be worked for a certain period of time by each employee. It is convenient to track the standard using the production calendar. It provides monthly calculations of working days, weekends, holidays and norms of working hours for working weeks of different lengths. The basis for deriving standard values ​​is the provisions of the Labor Code of the Russian Federation and Order of the Ministry of Health dated August 13, 2009 No. 588n “On the procedure for calculating working time standards.”

Standard working hours 2018

Determining the working standard is necessary for making monthly payroll payments. If the amount of time worked according to the timesheet meets the standard, the employee can expect to receive the full amount of remuneration specified in the employment contract. If the hours worked are less than the norm, the amount of salary and related bonuses will be reduced in proportion to production.

Current standard working hours for 2018 – table:

The standard working time for the 2018 reporting year, broken down by month, varies due to the unequal length of working weeks for different categories of personnel. In the standard version, the weekly work rate is 40 hours (8 hours daily with two days off, one of which is on Sunday). For some groups of employees, the employer is required to establish a reduced working time - 36 hours per week or 24 hours (with daily work of 7.2 and 4.8 hours, respectively).

Independent calculation of the working standard may also be necessary if the enterprise employs minor workers. The limit values ​​for the duration of daily work for them are determined by Art. 94 Labor Code of the Russian Federation.

The monthly working hours for 2018 are lowest in January. This is due to the long New Year holidays. There is one public holiday in February; before this date, the working day for all employees must be shortened by 1 hour.

The length of working hours is also affected by the postponement of weekends and holidays. For 2018, the list of such transfers was approved by the Government in Resolution No. 1250 dated October 14, 2017. The standard working hours for March 2018 takes into account the holiday and the transfer from January 6. Due to this, two additional days of rest and one shortened working day were formed during the month.

The work schedule in April was also adjusted by postponements. In May there are long weekend breaks that are typical for this month.

The working time standard for June 2018 contains a transfer of days off, implemented within one month. The hourly work standard is set taking into account the public holiday on June 12 and a shortened shift the day before (20 working days x 8 hours in each working day - 1 hour shortened before the holiday = 159 hours per month).

The working time standard in July 2018 does not have any “holiday” nuances; it reflects only full working days. Let's look at an example of calculating the July standard:

  • in relation to a basic 40-hour week – 176 hours (22 working days x 8 hours of daily work);
  • for a 36-hour weekly output, the standard is 158.4 hours (22 working days x 7.2 hours of work per day);
  • with a 24-hour weekly norm, the hourly working time per month will be 105.6 hours (22 working days x 4.8 hours of daily work).

The standard working hours in August 2018 do not include holidays or shortened days. There are no additional days of rest in September-October. There is one holiday in November, but before it there is no reduction in working hours. In December there is an intra-month transfer and 1 shortened day on the 29th.

Formula for calculating standard working hours

The standard working time for a specific month is calculated using the following algorithm:

Duration of the working week in hours / 5 x Number of working days in a particular month according to the production calendar for a five-day working week - Hours by which working hours were reduced in the month in question on pre-holiday dates.

The annual standard of working time is calculated in a similar way, only the number of all working days in a year and the total annual number of hours by which work is reduced on holidays are taken into account.

It should be taken into account that the normal length of the working week should not exceed 40 hours, including during the “six-day work week” (Article 91 of the Labor Code of the Russian Federation).

Norm for cumulative accounting

When summarizing work time, the accountant must focus on the standards of the calculation interval approved at the enterprise, without linking it separately to each month. During one such interval, the employee’s timesheet may alternate between periods of overtime and underwork, and based on the total amount of hours for the required period, compliance with the standard is obtained.

For example, the standard working hours for 2018 in the date range from January to March with a 40-hour week are equal to 446 hours (136 hours + 151 hours + 159 hours). The employee’s timesheets for the indicated months recorded the following data on work:

  • in January 122 hours against the norm of 136 hours;
  • in February 159 hours against the standard of 151 hours;
  • in March, 165 hours were worked, which is 6 hours higher than the base rate of 159 hours.

As a result, in 3 months the person worked the required 446 hours (122 + 159 + 165), there is no overtime, the employee will receive a salary in the required amount.

General information about the production calendar

There are 365 calendar days in 2018. However, there are quite a few holidays in Russia. They also include weekends (with a six-day work week - Sunday). How not to get confused and correctly distribute working time norms during the “six-day work week”? Moreover, if we are talking about accounting, then working days, holidays and weekends must be taken into account when calculating vacation pay, travel allowances and when preparing reports. For this purpose, the production calendar for 2018 is being formed with a six-day working week.

Making a calendar for 2018

Article 112 of the Labor Code of the Russian Federation defines non-working holidays, and the Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 “On the transfer of holidays in 2018”. These regulatory legal acts are the basis for the formation of the production calendar for 2018 with weekends and holidays.

What does the Labor Code of the Russian Federation say about non-working days?

Non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 – New Year;
  • January 7 – Christmas;
  • February 23 – Defender of the Fatherland Day;
  • March 8 – International Women's Day;
  • May 1 – Spring and Labor Day;
  • May 9 – Victory Day;
  • June 12 – Russia Day;
  • November 4 is National Unity Day.

This list of non-working holidays is fixed and does not change from year to year. It is enshrined in Article 112 of the Labor Code of the Russian Federation.

What transfers to 2018 do not apply to the six-day period?

Article 112 of the Labor Code of the Russian Federation provides that the transfer of days off is carried out for the purpose of rational planning of working time in organizations and taking into account the interests of various categories of citizens of the Russian Federation in creating conditions for proper rest. For these purposes, Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 “On the transfer of weekends in 2018” provides for the following shift of weekends:

Thus, the following weekends have been moved to 2018:

  • Saturday 6 January to Friday 9 March;
  • Sunday 7 January to Wednesday 2 May.
  • Also, to optimize rest time, weekends have been swapped with working days (Saturdays will be working days, and Mondays will be days off):
  • Saturday 28 April to Monday 30 April;
  • Saturday 9 June to Monday 11 June;
  • Saturday 29 December to Monday 31 December.

In a six-day work week, Saturdays are not days off, which means that these transfers are not provided for a six-day work week.

For those working on a six-day week, March 9, April 30, June 11 and December 31, 2018 will remain working days, since the transfer of days off to these dates is planned from Saturdays that coincide with non-working holidays, and for the “six-day week” Saturday is not a day off.

Due to the postponement of January 7 to May 2, workers with a six-day working week in 2018 will have two consecutive days off for the May holidays - May 1 - 2.

Shortened working days with a reduction in working hours by one hour in 2018 for six-day workers will be February 22, March 7, April 30, May 8, June 11, November 3, December 31.

What is the normal length of working time is a question that is important for both personnel officers and employees. According to the Labor Code of the Russian Federation, the norm is forty hours a week. This is the maximum that an employee can work in a week, both on a five-day and a six-day schedule.

The standard working day is 8 hours. Based on this figure, schedules are drawn up and the balance of labor time is determined. The monthly norm is easy to calculate based on the weekly norm. It should be taken into account that some categories of workers are supposed to work no more than 36 or 24 hours a week.

The number of working days (weekdays) in 2019 with a five-day work week is 247. The number of weekends and holidays is 118. Thus, the annual standard of working time for 2019 with a 40-hour work week is 1970 hours (40 hours: 5 days. × 247 days – 6 hours).

How we will work and relax in 2020

The Ministry of Labor has determined how we will work and relax in 2020. The New Year holidays will be shortened, but the May holidays will be lengthened. The number of working days and hours in 2020 will be greater, and the number of days that need to be reduced by one hour will also change. With a shift work schedule, the duration of work still cannot exceed 40 hours per week. This is achieved by alternating days of work and rest according to the shift schedule. This procedure also applies to the twelve-hour day. Therefore, the standard working time for 2019 with a shift schedule, regardless of the length of the shift, is also 1970 hours (40 hours: 5 days × 247 days – 6 hours).

There is no standard night time per month established by the Labor Code. However, when working at night, the shift duration must be 1 hour shorter, that is, the employee must work a seven-hour shift. If, due to production needs, it is necessary to work an eight-hour night shift, then the employee must be paid overtime at one and a half times the rate.

Monthly hours for 2019

The monthly working hours for 2019 depend on the number of weekdays. For example, in October 2019 there are 23 such days, respectively, the number of working hours per month is 184 (23 x 8).

To calculate, the hourly duration of a working week (can be 40, 39, 36,30, 24, etc.) is divided by 5 and multiplied by the number of working days in a particular month. After this, the number of hours by which the total working day is shortened on the eve of the holidays is subtracted from the resulting value.

It turns out that the standard working hours per day or shift, depending on the length of the week, is as follows:

  • with a 40-hour work week it will be 8 hours;
  • at 39 – 7.8;
  • at 36 – 7.2;
  • at 35 – 7;
  • at 24 – 4.8.

In 2019, there will be six pre-holiday days - February 22, March 7, April 30, May 8, June 11 and New Year's Day December 31. The duration of work on these days, as usual, is reduced by an hour. If a day off is moved to a weekday, this day will not be shortened.

When calculating the norms, do not forget about postponing weekends. If it turns out that a day off and a non-working holiday coincide, the day off is transferred to the weekday following the holiday. As an exception, a special procedure for postponing holidays that coincide with weekends may be established. So, for example, part of the New Year holidays in recent years has been added to other holidays, for example, May.

Standard hours in July 2019

In July, with a five-day work week with two days off, there are 23 weekdays and 8 days off.

Working hours in July are:

  • with a 40-hour week – 184 hours (40 hours: 5 d × 23 d);
  • at 36 – 165.6 (36 hours: 5 d × 23 d);
  • at 24 – 110.4 (24 hours: 5 d × 23 d).

Standard hours in August 2019

In August, with a five-day work week with two days off, there are 22 weekdays and 9 days off.

Working hours this month are:

  • with a 40-hour week – 176 hours (40 hours: 5 d × 22 d);
  • at 36 – 158.4 (36 hours: 5 d × 22 d);
  • at 24 – 105.6 (24 hours: 5 d × 22 d).

Annual standard working hours for 2019

In a similar way, you can calculate the standard working time for the year: divide the length of the working week (40, 39, 36, 30, 24, etc. hours) by 5, then, checking the calendar, multiply by the number of working days this year. From the resulting number, subtract the number of hours by which working hours will be reduced in the days preceding non-working holidays.

Let's look specifically at the situation in 2019. There will be 247 weekdays this year with a five-day work week with two days off. Including 6 pre-holiday days shortened by one hour, 118 weekends and non-working holidays.

The standard working hours in 2019 will be:

  • with a 40-hour week - 1970 hours (40 hours: 5 d × 247 d - 6 hours);
  • at 36 – 1772.4 (36 hours: 5 d × 247 d – 6 hours);

First quarter of the 2018 production calendar

The first quarter of 2018 was marked by a large number of holidays and weekends.

Russians will rest for:

  • 14 days in January. There will be only 17 days left for work. This is the shortest working month.
  • 9 days in February. Citizens will work for 21 days in the same month.
  • 11 days in March. This month you have 20 days to work.

We remind you: February 22 and March 7 will be reduced by 1 working hour. These days are considered pre-holiday days.

The number of days off during spring break, which will last for 4 days, was created by moving one weekend day (Saturday, January 6) to a weekday (Friday, March 9).

So, let’s summarize how many weekends and working days there will be in the first quarter:

  • 34 days were allotted for rest.
  • To work – 56 days.

In total, there are 90 calendar days in the first quarter.


Working hours for the first quarter of 2018 are distributed as follows:

  1. There are 446 hours of work in three months. In January, 136 hours were allocated for work, in February – 151 hours, in March – 159 hours.
  2. With a 36 hour work week working hours will be 401.2 hours. In the first month the smallest amount is 122.4 hours, in the second month there is a little more - 135.8 hours, in the third - 143 hours.
  3. With a 24 hour week 266.8 hours go to work. In January there are only 81.6 hours, in February – 90.2 hours, in March – 95 hours.

Second quarter of the 2018 production calendar

Let's figure out what the indicators are in the second quarter of 2018.

First of all, please note that there will be holidays this quarter. They will be considered days off - May 1, May 9 and June 12.

There are no long holidays planned, as in the first quarter, so the number of days of rest or days of work in each month is almost the same:

  • In April Russians will rest for 9 days and work for 21 days.
  • In May citizens will rest for 11 days, leaving 20 days for work.
  • In June 10 days are allotted for rest and 20 for work.

Pre-holiday days are considered to be shortened by 1 working hour. April 28 and June 9.

It turns out that in the second quarter of 2018 there are only 91 calendar days, of which:

  • 61 days are considered working days.
  • 30 days - weekends.

The May and June holidays of 2018 were extended as a result of the postponement of weekdays:

  1. Sunday 7 January It was decided to postpone it to Wednesday 2 May.
  2. Saturday 28 April– on Monday, April 30.
  3. Saturday 9 June- on Monday 11 June.


Working hours in the second quarter of 2018 were distributed as follows:

  1. With a 40 hour work week Only 485 hours were allocated for work, of which 167 hours in April, 159 hours in May, and 159 hours in June.
  2. With a 36 hour week labor time will be 436.2 hours, in particular for the fourth month - 150.2 hours, and for the fifth and sixth months - 143 hours each.
  3. With a 24 hour week working hours will be 289.8 hours: in April – 99.8 hours, and in May and June – 95 hours each.

Third quarter of the 2018 production calendar

Generating reports for the third quarter will be easier, since there are no holidays, pre-holidays, or shortened days. Only weekdays and weekends are marked.

Residents of Russia will have a rest during:

  • 9 days in June, and you will have to work 22 days in the same month.
  • 8 days in August- and work for 23 days.
  • 10 days in September, and you will have to spend 20 days on work.

There are a total of 92 reporting days in the third quarter of 2018:

  • 27 are days off.
  • 65 are designed for work.


Working hours in the third quarter of 2018 are distributed as follows:

  1. With a 40 hour week 520 hours of work were spent. In July this figure is 176 hours, in August – 184 hours, and in September – 160 hours.
  2. With a 36 hour week working hours will be 468 hours. In the seventh month this amount is 158.4 hours, in the eighth month – 165.6 hours, in the ninth – 144 hours.
  3. With a 24 hour week Russians will work 312 hours. In July, working hours will be 105.6 hours, in August – 110.4 hours, in September – 96 hours.

Fourth quarter of the 2018 production calendar

The fourth quarter is a little different from previous ones. There are no long weekends or holidays, but there is only one holiday. It falls on November 4, which according to the calendar is a day off, Sunday. That is why Russians will also have a rest on Monday, November 5th.

If we compare the number of working days and weekends in three months, they are almost the same:

  • In October 8 days off are allocated for rest, and 23 working days for work.
  • In November 9 days were allocated for rest, 21 days will remain to work.
  • December Russians will rest for 10 days and work for 21 days.

Please note that December 29th is a shortened pre-holiday day. The working day will be reduced by 1 hour.

In total, in the fourth quarter of 2018 there were 92 reporting calendar days, of which:

  • 27 days intended for recreation.
  • 65 days allocated for work.


Standard working hours for different working weeks in the fourth quarter of 2018:

  1. With a 40 hour work week labor time is 519 hours. For October this amount is 184 hours, for November – 168 hours, for December – 167 hours.
