On the increase and decrease in the number of budget-funded places in the universities of Izhevsk

The number of budget-funded places in Izhevsk universities changed insignificantly - by only a few dozen, increased in some areas, and, on the contrary, decreased in others.

ISTU

In ISTU named after M. T. Kalashnikov this year the number of budget-funded places for undergraduate and specialty studies has increased by 20. In total, 846 places have been allocated in all 52 areas. Of these, 735 are for undergraduate studies and 111 for specialties. 40 graduates of vocational schools will also be able to study free of charge.

For the first time this year, budgetary funds have been allocated for the areas of architecture (10 seats), design, production and operation of missiles (11 seats) and ground transportation facilities (12 seats).

In the magistracy, the number of budget-funded places in comparison with 2016 has decreased by 20 - 401 bachelors will be able to study in 32 directions. For postgraduate studies, this indicator has remained at the same level - they will be able to teach 35 university graduates for free.

IGMA

In all three specialties of the Izhevsk State Medical Academy there is an opportunity to study at budgetary places. This year, the number of budget-funded places has increased by 30 - to 415. Of these, 275 are allocated for training in medicine, 110 - for pediatrics and 30 - for dentistry.

IzhGSKhA

In 2017, 857 budget-funded places (last year - 900) were allocated at the IzhGSKhA in various areas of training and forms of education. Of these, 612 are undergraduate, 75 - specialty, 170 - magistracy. The reduction took place in correspondence.

In addition, in 2017, the academy received a license to train specialists of secondary vocational education in the specialty "maintenance and repair of engines, systems and car assemblies."

UdSU

Most of the budget places in 2017 were allocated for study at UdSU - 2672. Of these, 1406 will be distributed in 76 areas of higher education (bachelor's and specialty), 1142 - in 45 areas of magistracy and 125 - in 13 specialties of secondary vocational education (SVE). Compared to 2016, the number of places has decreased at all levels of study. Last year, 1524 students studied for bachelor's and specialty at the expense of the budget, 1171 for master's degrees and 145 for secondary vocational education.

Among the innovations, the executive secretary of the admissions committee of the university Pavel Khodyrev noted the emergence of new areas of training for bachelors - "service, housing and communal infrastructure", and a new specialty of open source software - "banking".

About target income quotas

Priority in admission is traditionally given to those who go according to their intended purpose and groups of graduates who enjoy special rights.

ISTU

At ISTU, the winners and prize-winners of the Olympiads go in the first stage together with target students and children enjoying special rights. In 2017, the number of quotas for targeted admission of applicants increased from 150 to 200 for bachelor's and specialties, 56 quotas were allocated for master's programs. Most of the applicants will subsequently find a job under a contract at military-industrial enterprises. According to the executive secretary of the selection committee of ISTU im. Kalashnikov Mikhail Diaghilev, 15-20% of all budget places go to the target direction for the defense industry.

IGMA

Of the 275 budget-funded places in the medical field, 172 are targeted, that is, less than 40% of places will remain for the rest of the applicants. The ratio is approximately the same in pediatrics: out of 110 places, 57 are targeted. Dentistry on target will get 17 people (out of 30 budgeted).

The number of quotas for targeted admission increased by 2.8% compared to 2016 - a total of 246 people will be admitted under the quota. Last year, according to Denis Tolmachev, executive secretary of the admissions committee of the Izhevsk State Medical Academy, there were 231. This is due to the decision of the Ministry of Health to staff hospitals and clinics in Izhevsk, monocities and districts of Udmurtia. Denis Tolmachev noted the need to increase the number of places in targeted training, so that specialists after graduating from the university work in their specialty.

Therefore, 50% of applicants, according to Denis Tolmachev, are residents of the regions of the republic. According to the designated purpose, 77 beds were allocated from the district hospitals for the "medical business", for the "pediatric" - 17, for the "dental" - 6.

He added that in 2017, for the first time for the staffing of hospitals and clinics in Izhevsk, an additional target reception was introduced from city polyclinics and hospitals No. 8, 2, 5, children's city polyclinics No. 1, 8, dental clinic No. 2 and children's dental clinic No. 2. Another innovation concerns single-industry towns: one quota was allocated specifically for them for the direction of “general medicine”.

“To get a referral for targeted admission, you must contact the district administration (for residents of Udmurtia), or the administration of hospitals (for the citizens of Izhevsk) to conclude an agreement,” explained Denis Tolmachev.

At the end of the university, target students are assigned by contract to the medical organization that sent him for training for five years.

Which faculties have the highest competition

The competition in 2017 will become known only after the submission of applications, so far we can give last year's figures.

ISTU

In 2016, “information systems and technologies”, “construction”, “technology of industrial and artistic processing of materials” were very popular. According to the executive secretary of the university's admissions committee, an increased interest in production specialties (“instrument making”, “mechanical engineering”, “laser technology”, etc.) has become noticeable last year.

“This is due to the fact that the factories of Udmurtia began to show good profits, which had a positive effect on the salaries of specialists,” Mikhail Diaghilev explained.

According to statistics, the average university competition is six applications per place. At the same time, among the most popular were the faculties of "quality management", "heat engineering", "applied informatics" - from 10 to 13 candidates for a place.

According to the results of last year, 8 applicants applied for the place. The highest competition was for the dental department due to the fact that it recruits the least number of students. The competition for “medical practice” in 2016 was 6 applications for a place, for “pediatrics” - 12, for “dentistry” - 24.

“They mainly choose the medical and pediatric faculties, because after graduation, graduates of these areas are provided with more job opportunities,” explained Denis Tolmachev, the executive secretary of the admissions committee.

By the way, according to him, those who graduated from the university with a degree in pediatrics can work in adult medical institutions.

IzhGSKhA

The executive secretary of the selection committee of the Agricultural Academy Maria Mironova clarified that there are no budgetary places in the prestigious economic areas. The most popular directions are:

- "Heat power engineering and heat engineering" (20.6 applications per place);

Orphans, children left without parental care, disabled children, disabled people of I and II groups and some other categories of applicants have a special right upon admission within the established quota. Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren and Olympiads from the “ministerial list” (the list of Olympiads for schoolchildren approved by the Ministry of Education and Science of the Russian Federation - ed.) Places in hostels for nonresidents

Clause 33. The following are eligible for admission without entrance examinations:

  2. winners and prize-winners of the IV stage of the All-Ukrainian Student Olympiads, members of the national teams of Ukraine who participated in international Olympiads in general subjects, in specialties and (or) areas of training corresponding to the profile of the All-Ukrainian Student Olympiad or International Olympiad, - within 4 years following the year of holding of the corresponding Olympiad, if the indicated winners, prize-winners and members of national teams are among the persons specified in part 3.1 of Article 5 of Federal Law No. 84-FZ "On the specifics of legal regulation of relations in the field of education in connection with the adoption of the Republic of Crimea into the Russian Federation and education in the composition of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol and on amendments to the Federal Law "On Education in the Russian Federation".

Clause 34. Children with disabilities, invalids of I and II groups, invalids from childhood, invalids as a result of a military injury or illness received during military service, for which, according to the conclusion of a federal institution of medical and social examination, training is not contraindicated have the right to be admitted to training within a special quota. in relevant educational institutions, orphans and children left without parental care, as well as persons from among orphans and children left without parental care, and combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 Federal Law of January 12, 1995 N 5-FZ "On Veterans".

Clause 35. The preferential right of enrollment is granted to the following persons:

  1. orphans and children left without parental care, as well as persons from among orphans and children left without parental care;
  2. disabled children, disabled people of I and II groups, who, according to the conclusion of the federal institution of medical and social expertise, are not contraindicated in education in the relevant educational institutions;
  3. citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita family income is lower than the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;
  4. citizens who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation dated May 15, 1991 No. 1244-1 "On social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant";
  5. children of military personnel who died in the performance of their military duties or died as a result of injury (injury, trauma, concussion) or diseases received by them in the performance of military duties, including when participating in counter-terrorism operations and (or) other measures to combat terrorism;

  9. servicemen who do military service under contract and whose continuous duration of military service under the contract is at least three years, as well as citizens who have completed military service by conscription and are entering training on the recommendations of commanders issued to citizens in the manner prescribed by the federal executive body, in which the federal law provides for military service;
  10. citizens who have served for at least three years under contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1, subparagraph "a" of clause 2 and subclauses "a" - "c" of clause 3 of Article 51 of the Federal Law of March 28, 1998 No. 53-FZ "On conscription and military service";
  11. war invalids, combatants, as well as combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 No. 5-FZ "On Veterans".

Clause 36. The preferential right of enrollment is also granted to the following persons:

  1. citizens who directly participated in tests of nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances before the date of the actual termination of these tests and exercises, direct participants in the elimination of radiation accidents at nuclear installations of surface and submarines and other military facilities, direct participants in the conduct and support of work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and civilians of the Armed Forces of the Russian Federation, servicemen of the internal troops of the Ministry of Internal Affairs of the Russian Federation, persons, servicemen and employees of the Federal Service of the National Guard Troops of the Russian Federation who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and Federal Fire Service of the State Fire Service);
  2. servicemen, including servicemen of the internal troops of the Ministry of Internal Affairs of the Russian Federation, servicemen and employees of the Federal Service of the National Guard of the Russian Federation, employees of the internal affairs bodies of the Russian Federation, the penal system, the federal fire service of the State Fire Service, who performed tasks in an armed conflict in the Chechen Republic and in the adjacent territories classified as a zone of armed conflict, and these servicemen performing tasks during counterterrorist operations in the North Caucasus region.

Clause 37. Winners and prize-winners of school Olympiads held in the manner established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter referred to as the School Olympiad), within 4 years following the year of the corresponding Olympiad, are provided with the following special rights for admission to undergraduate and specialist programs in specialties and (or) areas of training corresponding to the profile of the school Olympiad:

  1. admission without entrance examinations for training in undergraduate programs and specialist programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren;
  2. be equated to persons who have scored the maximum number of USE points in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance examinations of a specialized, creative and (or) professional orientation, provided for by parts 7 and 8 of Article 70 of Federal Law No. 273- ФЗ (hereinafter - the right to 100 points).

The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted by the same applicant. In the case of granting a special right specified in subparagraph 2 of this paragraph, the applicants are assigned the highest result (100 points) of the corresponding entrance test (tests).

Clause 38. Clause 39. To provide the winners and prize-winners of the Olympiads for schoolchildren with the special rights and benefits specified in clauses 37 and 38 of the Rules, UdSU establishes the following:

  1. each of these rights and advantages is provided for all Olympiads for schoolchildren of any level;
  2. to be granted the corresponding special right or advantage, the results of the winner (prize-winner) must be obtained in the 10th and 11th grades of the general education program.
For olympiads for schoolchildren of the same profile:
  1. a special right or advantage provided to the winners or winners and prize-winners of the Olympiads for schoolchildren of the III level is also granted to the winners or winners and prize-winners of the Olympiads for schoolchildren of the I and II levels respectively;

Clause 41. When admitting to study in one educational program, the special rights provided for in clauses 33 and 37 of the Rules, and the advantage provided for in clause 38 of the Rules, do not differ when admitted for training in an organization and for training in its branch, when admitted to various forms of training, as well as when admitting to places within a special quota, to places within the target quota, to main places within the target figures and to places under contracts for the provision of paid educational services.

Point 42.
