The importance of the production calendar is difficult to overestimate. The information contained in it is useful and necessary for both professionals and ordinary citizens.

What's in this document? First of all - the official data on how many days off, working days and holidays per year. The working hours norms that are in effect throughout the territory of the Russian Federation are also deciphered in detail.

The production calendar for 2018 assumes a five-day work week.

In total, 247 working days (1970 hours) and 118 weekends are planned for 2018.

The longest weekend for "New Year" is 10 full days. The next longest March and May Day holidays are 4 days each. Three days of rest are planned for February 23 (Defender of the Fatherland Day), July 12 (Russia Day) and November 4 (National Unity Day).

Victory Day, which is celebrated annually on May 9 this year, falls in the middle of the week and involves only one holiday.

Holidays and weekend transfers in 2018

In 2018, non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 - New Year's holidays (as amended by Federal Law No. 35-FZ dated 23.04.2012);
  • January 7 - Nativity of Christ;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12 - Day of Russia;
  • November 4 - National Unity Day.

For the purpose of rational use of weekends and non-working holidays by employees, the Government of the Russian Federation, in accordance with Article 112 of the Labor Code, has the right to postpone days off to other days. On the basis of Article 112 of the Labor Code, if a day off coincides with a non-working holiday, then in the production calendar it is transferred to the next working day after the holiday.

The transfer of days off, provided for by the Decree of the Government of the Russian Federation "On the transfer of days off in 2018" dated October 14, 2017 No. 1250:

  • from Saturday 6 January to Friday 9 March;
  • from Sunday 7 January to Wednesday 2 May;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday 9 June to Monday 11 June;
  • from Saturday 29 December to Monday 31 December.

At the same time, Saturdays April 28, June 9, December 29, 2018 will be working days reduced by 1 hour.

How to calculate the standard working hours in 2018 with a six-day work week

For organizations with a five-day and six-day work week, the calculation process is the same.

Attention! Companies with a six-day work week calculate their 2018 working hours on a five-day basis.

However, if you multiply the working days by the working hours, then the number of working hours per month for a six-day week may not correspond to the number of working hours per month for a five-day week.

For example: Take October 2018. The standard working hours this month for a five-day week is set at 184 hours.

And what happens with a six-day week: (23 weekdays * 7 working hours) + (4 Saturdays * 5 working hours) = 181 hours.

What to do with discrepancies? You don't need to do anything with them. This is just a purely arithmetic discrepancy. According to Art. 129, Art. 99 and Art. 91 of the Labor Code of the Russian Federation, where the concepts of salary and overtime work are spelled out, these discrepancies cannot in any way affect the employee's salary. But the accountant of a firm with a six-day schedule must keep accurate data.

For each category of employees, the legislation establishes a certain mode of work and working hours, which cannot be exceeded without a good reason. What are working hours and what are their implications for a 40-hour work week?

Working hours: concept and calculation procedure

The standard of working time is the number of hours that a citizen must work for a certain period of time. These norms are established by the Order of the Ministry of Health and Social Development of the Russian Federation of 13.08.2009 No. 588n "The procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) depending on the established working hours per week."

According to the provisions of this regulatory document, with a 40-hour working week, the working time is calculated taking into account five working days and two days off - Saturday and Sunday. In this case, it is eight hours a day. On the day before the holiday, the working time is reduced by one hour and is seven hours.

To calculate the norm of working hours per month, the following method is used: the length of the working week (40 hours) must be divided by 5, multiplied by the number of working days in the month and subtract the number of hours by which the pre-holiday days were reduced (if any in a particular month) ...

The standard working time for the year is calculated in the same way, only the number of working hours per day (eight) is multiplied by the number of working days per year, after which the number of hours by which the pre-holiday days have been reduced throughout the year must be subtracted from the resulting product.

In January 2020, with a five-day work week with two days off, there will be 17 working days and 14 days off.

Working hours in January 2020 will be:

with a 40-hour work week - 136 hours (8 hours x 17 days);

with a 36-hour work week - 122.4 hours (7.2 hours x 17 days);

with a 24-hour work week - 81.6 hours (4.8 hours x 17 days).

In 2020, there will be a total of 248 working days with a five-day work week with two days off, including 5 working days reduced by one hour, as indicated above, and 118 weekends and non-working holidays. The number of working days in 2020 compared to 2019 increased by one day, the number of weekends and holidays in 2019 and 2020 is the same.

The working time in 2020 as a whole will be:

with a 40-hour work week - 1,979 hours
(8 hours x 248 days - 5 hours = 1,979 hours);

with a 36-hour work week - 1,780.6 hours
(7.2 hours x 248 days - 5 hours = 1,780.6 hours);

with a 24-hour work week - 1,185.4 hours
(4.8 hours x 248 days - 5 hours = 1,185.4 hours).

The procedure for calculating the norm of working hours for categories of workers working on different conditions is established by the current legislation. The standard working time depends on how many hours a person has to work in one week. Proceeding from the fact that the working week consists of 40 hours, the norms are calculated for a month, quarter, six months and a year.

The production calendar of Russia for 2018 contains information on how many working days per year, how Russians rest, how many days the New Year holidays, May holidays last, as well as the postponement of weekends and non-working holidays. It provides the norms of working hours by months, quarters, half-years and in general for the year with a 40-, 36- and 24-hour five-day working week.

Weekend rescheduling

If a non-working holiday falls on a Saturday or Sunday, then the day off is postponed to the next working day (part 1 of article 112 of the Labor Code of the Russian Federation).

The government of the Russian Federation is postponing two days off from those that coincide with non-working holidays on January 1-8 to other dates of the calendar year (part 1 of article 112 of the Labor Code of the Russian Federation).

In order to rationalize the labor process, the Government of the Russian Federation may postpone weekends on Saturdays and Sundays to other days (part 5 of article 112 of the Labor Code of the Russian Federation).

In 2018, 5 transfers of weekends are planned:

  • from Saturday 6 January to Friday 9 March
  • from Sunday 7 January to Wednesday 2 May
  • from Saturday 28 April to Monday 30 April
  • from Saturday 9 June to Monday 11 June
  • from Saturday 29 December to Monday 31 December.

Pre-holiday days

On the eve of official state holidays, working hours are reduced by 1 hour for a 40-, 36- and 24-hour five-day working week (part 1 of article 95 of the Labor Code of the Russian Federation). If the holiday falls on a Sunday, then the working hours on Friday are not reduced.

In 2018, there are 6 pre-holiday days in Russia: February 22, March 7, April 28, May 8, June 9, December 29.

Clarifications on working hours

Art. Art. 91 and 92 of the Labor Code of the Russian Federation, the working hours are standardized for certain categories of workers:

  • generally accepted - 40-hour workweek;
  • for employees of the enterprise under 16 years old - up to 24 hours / week;
  • from 16 to 18 years old - up to 35 h / week;
  • for disabled people of 1 and 2 degrees - up to 35 h / week;
  • for workers in hazardous and heavy industries - up to 36 hours / week.

There are also special modes for students and part-time workers. According to the Labor Code of the Russian Federation and the order of the Ministry of Health and Social Development No. 588n dated 13.08.09, any company can collectively establish a different working time, which cannot exceed the maximum established by the Labor Code.

Important!

  • In organizations with summarized time tracking for periods equal to a month or a year or another period of time, their daily, weekly and monthly rate is calculated based on the work period norm established in the Labor Code of the Russian Federation.
  • In case of cumulative overtime accounting, work on holidays and weekends included in this period will not be recognized. Processing over the time period is recognized as such.
  • So, if the period is the 3rd quarter of 2018, then 520 hours will be the norm. This means that the hours worked from 521 hours are considered overtime.
  • It is worth noting that there will be no violation of the Labor Code of the Russian Federation in this case, since payment for work on holidays / weekends will have to be doubled.

But in any case, the daily rate is calculated from the standard assumption of the length of the week - 5/2. Even if the organization is for 6 days. The rate is calculated by dividing the weekly time by 5:

  • 40 hours / 5 = 8 hours
  • 36h / 5 = 7.2 h.
  • 24 hours / 5 = 4.8 hours
  • Etc.

The standard version of the production calendar takes into account all the norms of working hours provided for by the Labor Code of the Russian Federation. The accountant only needs to find out the category of the employee in order to calculate his salary.

The monthly rate (MN) is calculated based on the daily rate (DN):

DN * number of working days in a month = MN,

if a decrease in the working day is expected in a month due to a subsequent holiday, then the number of hours of decrease is subtracted from the IN.

For example, the monthly working hours in November 2018 with a 5-day (40-hour) week:

(40h. / 5) * 21 = 8 * 21 = 168 hours.

The annual rate of working hours is calculated using the formula:

ДН * number of working days in a year - "decrease" hours.

Holidays and shortened days according to the calendar

So, what holidays await us in 2018 and what days will be shortened before these holidays we will tell you in detail below.

Holidays

So, the list of official non-working holidays at the federal level is given in Article 112 of the Labor Code.

But Russia is a multi-confessional country, and its citizens may have different holidays. Therefore, Art. 6 of the Labor Code of the Russian Federation and Article 4 of the Federal Law "On freedom of conscience on religious associations" stipulate that the authorities of the constituent entities of the Russian Federation can declare holidays and other days, taking into account local traditions and beliefs. So, for example, in the Republic of Tatarstan these are: June 25, August 30, September 1. A subject's holidays are included in that subject's PC and affect the working hours.

Holiday-weekend

Part 2 of Article 112 states: if the holiday falls on a non-working Saturday or Sunday, then instead of this day off, another day of rest is provided - the next working day. This rule is valid for all time except New Year's holidays. So, November 4, 2018, National Unity Day, is Sunday, so November 3, 4 and 5 will be days off.

In accordance with article 113, it is prohibited to involve employees in work on holidays. It is easy to remember this when using a PC: the dates are highlighted and when you hover the arrows over them, pop-up tips - warnings appear.

Shortening the working day before the holiday

In addition to holidays, the calendar also marks pre-holiday days with a note that it is mandatory to reduce the working day by one hour (according to Article 95 of the Labor Code). The "smart" PC will also take into account the days of transferring holidays from weekends to weekdays.

Rescheduling the weekend in 2018

There are many holidays in the Russian Federation and sometimes these days are not very convenient for citizens. In order to optimize the rest time, the legislator, in the same article 6 of the Labor Code of the Russian Federation, provided for the possibility of transferring holidays to other days. It is issued by the annual Government Decree. No more than 2 days can be rescheduled from New Year's holidays, which has been done for several years in a row.

In 2018, the transfers will be as follows:

  • Saturday 6th January - Friday 9th March
  • Sunday 7 January - Wednesday 2 May
  • Saturday 28 April - Monday 30 April
  • Saturday 9 June - Monday 11 June
  • Saturday 29 December - Monday 31 December

All transfers became officially known in the fall of 2017, but nevertheless, adjustments are still possible, keep this in mind.

What data can be seen on the production calendar

PC is an unofficial document, its introduction and use is not regulated by law. However, in essence, the PC is a reflection of some articles of the laws on a regular calendar.

In addition to, in fact, the usual calendar with notes on work, weekends and holidays (official and national) days, the PC includes:

  • tables with calculated norms of working / non-working hours by months and quarters,
  • numerical information on the number of workers and days off in each reporting period (from month to year),
  • information about the postponement of holidays and about reducing the length of the working day before them.

Who needs a calendar

The working population of the Russian Federation almost always turns to a PC when planning a vacation.

Accountants use a PC to calculate disability benefits, vacation pay, and wages. Full accrual occurs when the norm of working hours in a month is fulfilled. A proportional charge will be made in the case when an employee has not worked for the entire month.

In "gray" companies, PCs are used by personnel officers, who are usually responsible for calculating part of the salary "in envelopes". They also draw up work and shift schedules on its basis, calculate the number of vacation days an employee is entitled to.

The rest of the population learns from the PC about professional and other holidays, weekends; uses other information.

How to calculate the working time standard in 2018

In 2018, the rules for calculating the standard working time will remain the same. The calculation should be guided by the Labor Code of the Russian Federation, by order of the Ministry of Health and Social Development of the Russian Federation No. 588n of 13.08.2009. and Decree of the Government of the Russian Federation No. 1250 of 10/14/2017, dedicated to how weekends in the country will be postponed in 2018.

The time period for which the rate of working time is calculated is a year, a quarter and a month.

Let's look at the formulas by which the norms of working hours are calculated.

Example 1. Let's calculate the working hours for February 2018 with a standard forty-hour work week. Working days in February 2018 - 19. At the same time, Thursday 22 February is a pre-holiday day, when the working hours are reduced by 1 hour.

Working hours: 40: 5 * 19 - 1 = 151

For a quarter, the working time rate is calculated using the same formula, only you need to multiply it by the number of working hours in the quarter. And the shortening of the working day on the pre-holidays should also be taken into account for the quarter.

Example 2. We calculate the standard working time for the 1st quarter of 2018 with a forty-hour work week.

  • The number of working days in the 1st quarter - 56;
  • The number of hours by which the pre-holiday days were reduced - 2 (by 1 hour on February 22 and by 1 hour on March 7).

Working hours: 40: 5 * 56 - 2 = 446 hours

The calculation is carried out in the same way for the whole of 2018, it is just that the annual data are supplied.

  • The number of working days per year - 247;
  • The number of pre-holiday days is 6, which means that the working time per year will be reduced in total by 6 hours.

Working hours: 40: 5 * 247 - 6 = 1970 hours

Important! If the employees of the company have a sliding schedule, or the specifics of the work provide for work on holidays, then there is no need to postpone weekends falling on holidays, as prescribed by the Labor Code.

How to calculate the standard working hours in 2018 with a six-day work week

For organizations with a five-day and six-day work week, the calculation process is the same.

Attention! Companies with a six-day work week calculate their 2018 working hours on a five-day basis.

However, if you multiply the working days by the working hours, then the number of working hours per month for a six-day week may not correspond to the number of working hours per month for a five-day week.

For instance: Take October 2018. The standard working hours this month for a five-day week is set at 184 hours.

And what happens with a six-day week: (23 weekdays * 7 working hours) + (4 Saturdays * 5 working hours) = 181 hours.

What to do with discrepancies? You don't need to do anything with them. This is just a purely arithmetic discrepancy. According to Art. 129, Art. 99 and Art. 91 of the Labor Code of the Russian Federation, where the concepts of salary and overtime work are spelled out, these discrepancies cannot in any way affect the employee's salary. But the accountant of a firm with a six-day schedule must keep accurate data.
