However, there is another side of the coin - life in the city is very expensive. Our goal is to find out which city of our state has the most high level life, respectively, where it is more convenient for us to live, raise children, study, work. Since this issue is of great interest to ordinary citizens, most rating agencies and social institutions are involved in clarifying it.
The level of confidence in such a large-scale study depends on the purity of the experiment, the selected evaluation criteria, and the status of its organizers. In general, it is a personal matter for everyone - to believe or not to believe. In our case, when compiling a rating of Russian cities in terms of living standards, analysts used several effective approaches to give an adequate result. There is no question of lobbying someone's interests, because:
- the study was carried out by the Department of Sociology of the Financial University (a body operating under the Government of the Russian Federation);
- the analysis was conducted among 38 largest cities;
- the opinion of ordinary citizens, obtained during surveys, and information from Rosstat were taken into account.
The assessment was carried out according to important criteria:
- social sphere: level of well-being, types educational services, their availability, the effectiveness of health care services;
- the functionality of utilities, the presence of new buildings in the city, emergency housing, the quality of roads;
- migration indicators: the ratio of the number of people who left / moved to the city and permanent residents, satisfaction with important areas of life, willingness to leave for another region.
Where in Russia to live well
The outsiders of the top ten are:
10: Orenburg (0.51%). Leading in terms of healthcare, quality and construction of roads, maintenance of housing stock

9. Novosibirsk, Ufa
The ninth position is occupied by the capital of the Republic of Bashkortostan and the city of Novosibirsk. 86% of residents believe that these cities are generally livable. Although Novosibirsk is the third largest city in Russia, Novosibirsk residents believe that it is sufficiently provided with housing (97%), while Ufa residents already estimate the pace of urban construction to be much lower (74%).
8. Yaroslavl, Barnaul, Krasnodar
Eighth place was shared between the ancient Russian city of Yaroslavl, the administrative center of the Altai Territory Barnaul and southern Krasnodar. Despite the difference in climate, 87% of Russians consider these cities comfortable for life. Krasnodar leads the ranking in terms of the volume of housing construction - the number of residents who believe that the city has enough housing for everyone reaches 98%. But the inhabitants of Yaroslavl are not at all happy with the state of their houses and the level of work of housing and communal services - only 47% and 31%, respectively, rate them well. This is one of the lowest indicators in the ranking.
7. Voronezh, Kemerovo
Voronezh and Kemerovo residents are equally satisfied with life in their cities - 89% of respondents think that living in them is not bad at all. However, in terms of amenities, Kemerovo is clearly ahead of its neighbor - 90% of Kemerovo residents rate it highly, while only 70% of Voronezh residents consider their city convenient for life. But as regards
the quality of medical care, the residents of the city, along with the residents of Sevastopol and Vladivostok, are the least satisfied with it.
6. St. Petersburg, Penza
In sixth place are two such different cities, as the "northern capital" and the regional center of Penza, whose residents equally evaluate their standard of living in them - 90% are generally satisfied with it. Both the state of their houses and the level of improvement of the city among Penza residents received approximately the same assessment - 73% and 72% believe that everything is not bad. But St. Petersburg residents believe that the housing stock needs to be improved (65% are satisfied with it), the level of improvement of the city, in their opinion, is quite high (82%), but the work of public utilities lags behind - only 51% of respondents are satisfied with them. At the same time, the Northern capital is among the "second" cities in the world that deserve attention.
5. Orenburg, Tomsk
The fifth line in the ranking is shared by two cities - Orenburg and Tomsk, 91% of the local population is satisfied with the place of residence. Tomsk residents believe that in their city you can get better education– 96% of residents are proud of the work of their universities; this is the highest rate among other cities. At the same time, only 9% of residents believe that the city has a sufficient number of educational institutions. Most of all, residents suffer from the lack of sports schools and sections, as well as preschool institutions. More than a third of the respondents (34%) are not happy about their absence.
92% of the population is satisfied with their life in the capital of the Chechen Republic. Grozny residents rate the condition of their houses higher than residents of other cities (79%), are proud of the level of amenities in Grozny (97%) and the state of roads (98%). But the work of traffic police officers, according to the population of the city, is generally beyond praise - 95% believe that they perfectly fulfill their duties. But Grozny residents are especially distinguished by an indicator that is very low among the cities participating in the rating - as many as 65% of residents believe that they can influence the city government. For comparison: only 42% of the inhabitants of Tyumen, a city that follows Grozny in this indicator, believe in such a possibility.
The only region of the Russian Federation, two cities from which entered the top 10 rating of Russian cities in terms of living standards in 2017, is the Republic of Tatarstan. Naberezhnye Chelny got a place in the rating largely due to the high assessment of the work of housing and communal services by residents - 72% of those surveyed are satisfied with it. This is the highest figure among the cities participating in the ranking. Chelny residents are also satisfied with the condition of their houses (76%), as well as the level of improvement of the city (90%), and general level satisfaction is 95%.
Tyumen residents consider their city exceptionally favorable for life - now Tyumen ranks second in the 2017 ranking of the best cities in Russia to live with a population satisfaction rate of 96%. Tyumen residents particularly appreciate the state of roads in the city (94% believe that they are good), the financial investments of local authorities in the improvement of the city (79% of residents are satisfied with them), and the level of improvement of the city is considered very high by 93% of respondents.
And in 2017, Kazan becomes the winner in the rating of Russian cities in terms of quality of life, displacing Tyumen, the permanent leader of the country for several years. Residents of the capital of Tatarstan are extremely satisfied with the well-being of their ancient city, and compared to 2015, this figure even increased by 2% and reached 97%. Residents are pleased with the level of well-being of the city (92%), the number and level of work of cultural institutions (Kazan is second only to Yekaterinburg in this indicator) and the level of education (91%). The republic does not lag behind its capital and also entered.

1. Tyumen
For the second year in a row, the palm and the status of the best Russian city goes to Tyumen in terms of the sum of all the above criteria for assessing its residents. 86% of the townspeople are satisfied with life in the city, at the same time, Tyumen managed to become the first in the rating by far not all the excellent estimates of the mentioned parameters. Residents value the city most of all for the healthcare system, the availability and quality of education, excellent transport infrastructure and the condition of roads. The income level of the population in Tyumen is the highest among other cities, while there is something for citizens of all ages.
2. Moscow
In 2019, indicators of citizens' satisfaction with the level of development of the spheres of everyday life in Moscow secured it in second place in the ranking of the best Russian cities. 70% of Muscovites are satisfied with their lives here: high income levels, an excellent social package, infrastructure and a wide range of leisure and entertainment - all this makes the capital one of the most comfortable and prestigious Russian cities.
