Russian academy public service(RAGS) under the President of the Russian Federation was created by the Decree of the President of the Russian Federation of June 6, 1994 No. 1140.

Story

RAGS was created on the basis of the Russian Academy of Management, which existed from 1994 to 1994. And it, in turn, was based on the Academy of Social Sciences under the Central Committee of the CPSU, created in Moscow on August 2 as a higher party educational institution that trained theoretical workers for central party institutions, the Central Committee of the Communist Parties of the Union republics, district and regional committees of the CPSU, as well as teachers universities, researchers of research institutions and scientific journals.

The Academy coordinates educational, scientific, information-analytical and methodological activities of federal state educational institutions providing training for civil servants specified in the appendix to the Decree of the President of the Russian Federation of November 10, 2006 No. 1264.

The Academy trains employees of federal bodies of state power and administration, bodies of state power of the constituent entities of the Russian Federation, municipal employees, representatives of the legislative, executive and judicial authorities, employees of commercial structures with higher education.

In 2008, the Academy for the first time opens its doors to graduates of schools and colleges, offering training in educational programs of the first higher professional education in the specialties "Psychology" and "Jurisprudence", bachelor's degrees "Economics" and "Management".

Teaching: Studying at Ranhigs has two dimensions. I want to warn you that I am a law student, so I will talk mostly about him. If you want to study mediocre, 3-4 or just not fly out, then it will be quite simple, mediocre doing nothing and skipping. I'll tell you right away about internships and programs: they are all paid and will cost you a pretty penny. We have an international club at IPINB that sends students to Europe twice a year: spring, autumn for a week to study international law... To do this, you need to show a good level of language, but the idea itself is amazing. Most of the costs are taken by the university and this is the only adequate program that I know.
The faculties that you can fill in the reception room can easily turn out to be complete crap. So don't look for the truth there.
I will only say about what I know from the students themselves.
Faculty of Law: a good faculty with a strong background (the other faculties of the Institute for Information Science and Technology are weaker).
Foreign regional studies / reg of Russia (IGSU): good preparation, but a completely incomprehensible specialty. They teach two and sometimes three languages, but this is not a classical education at all. By the age of 3, many students begin to ask themselves the question: where to go further and often do not find an answer. If you want an interesting and multidisciplinary education and are not afraid not to find a job by profession (and the profession of regional expert does not exist), then this is for you.
All directions of ION: a complete set of incomprehensible porridge "expanding horizons". Suitable for those for whom the tower has not rested anywhere at all. For example, you know that in your profession you do not need a higher education, but you need applied skills and you want to work from the first or second year, master the profession and devote some time to study.
GMU (state administration): very poor education, but this is at all GMU, just a fig specialty.
Econom (separate faculty): very strong training. Get ready for endless tunes, unrealistic amounts of computer science and math. The referral is not for weak students.
Imm: a relatively small institute with several faculties. They have a very good administration system (dean's office) that helps their students. Average (rather to weak) level of training, the whole direction is based on two or three teachers (Zaretsky).
Ibda: as far as I know everything, except for orientalists (foreigners from China) - a weak-average level. Sinologists - do not sleep for days, because they learn Chinese.
FFB: a good faculty with a classy student council. Their training is rather applied (business). The level of education is average. The faculty is very small in size, so the atmosphere should be friendly there.
Other faculties / institutes: nothing good and nothing bad. If they are not spoken about, most likely they have poor-average training.
Then there is the mystical ggl or ggi: teaching a vague specialty in English. It seems to be prestigious, there are even foreigners there. But how to enter there, or even what they teach there, I do not know.
Hostels: There are three main hostels. Building 8 is a district place, with soviet repairs in some places, huge queues to the elevator, 5 kitchens on 15 floors. But what the hell does it matter when you live right there ?! On the plus side, there is also living in a pseudo number (two people in a room, it used to be a hotel).
Of the minuses, I can also say about a huge number of foreigners (and these are not pumped-up Spaniards as in TV shows, but balding Uzbeks) and the generally unfriendly atmosphere.
Dorm in textiles: good repair, very good atmosphere, kitchens on each floor. Cons: a terrible area, almost industrial, a college dorm. From the fact that this is a college dorm it follows: a restless teacher, with lectures and calls to parents for your mistakes, annoying guards who do not let them in after 11, control over minors. Although this can be attributed to the pluses, as you like. Despite the fact that they can eat up your brain, shoals do not go to the academy in the form of reprimands or warnings, everyone is trying to resolve issues at the local level and cover you. 5 people per block.
General information about biryulevo: the bachelor's degree does not concern at all, only the master's degree, so I do not know anything about it, except that there is an apartment type and a good area.
There is also a hostel in the 4th building: it is paid (12 for a month), it can be provided to anyone, foreigners and paysites live there. Accommodation is tolerable, almost like 8.
Atmosphere: There are tons of activities going on at the university. Anyone can take part in them (even just come, at least be a volunteer). She herself participated only in a pair. But the events take a tremendous amount of time. Studying in my faculty does not imply this, so I abandoned it, almost before I had time to start.
In addition, there are many clubs for all tastes: politics, public speaking, sports, etc. There are many Caucasians, Armenians, Azerbaijanis at the university, so militant nationalists should not enter here. Rather, the national flavor has a positive effect. The Armenians, for example, have a mafia, everyone can come, and on the kaleidoscope of cultures, the numbers of Azerbaijan and Armenians are always the most spectacular. There are also a lot of show-offs and majors, but I don't really care about that.
In general, I would rate my studies positively. When I have time, I gladly attend Ranhigs events, which are organized on a grand scale (Medvedev comes to the Gaidar Forum, Tequila and Nerva performed on freshman day, Tina Kandelaki came with an open lecture, the prize for the best vocal performance (AMA) was presented by the star of Bachelor Vic, and this only what I can name for the current year). I also like studying, I remember that the first semester I was preparing for 6-7 hours for seminars.

When entering, pay attention to the faculty! Any student of the academy will tell you that RANEPA has both openly "bottom" faculties and "top" ones. Since mostly students go for the crust, and not for knowledge, they do not delve much into this feature and safely fill budget places in these faculties so that by passing grade do not understand which faculty is better and which is worse. Communicating with people from “new” faculties, I made only one conclusion that they came to the university stupidly because the name of the university contains the phrase “public service” and “President of the Russian Federation”. Actually, this is what many faculties use. They decided that it was possible to travel with the glory of other faculties, the name and give such a load on the students that any student could cope. They are partly right, these faculties are filled with students every year, the demand for them is not falling. The most interesting thing is that the overwhelming majority of students of these faculties understand the situation perfectly well and still “sit on the priest exactly” all 4 years. The funny thing is that ANYONE can enroll on a paid basis in many faculties. Without exaggeration, ANYONE. It is enough to have a positive USE sum (minimum), come to the admissions office, and you will draw up a contract on the spot even before it ends admissions campaign... Another amazing fact. Paid places are not limited by anything. 100 paysites will come, they will take 100, they will come 246, they will take 246. Considering that the price of training is quite vigorous, one can understand why this whole scheme works.
I really wanted to write an exceptionally good review about my university, since I study at a faculty where it is extremely difficult to study, very interesting, there is no time for Miss RANEPA, and the graduates achieve heights.
But to be honest, I am very offended that I will graduate from the university with the same diploma as the guys from the neighboring faculty, who simply create the appearance of study, because I will get it, earned by sweat and blood.
I will not even list which faculties are considered good and which are not. This is not even my opinion. If I write, it will look as if other faculties just offended me with something. Chat with students, read information on the Internet. I think most students will confirm all of the above. Choose a faculty very carefully if you need knowledge, not just a crust!


I study at RANEPA. Now I read a bunch of reviews about RANH, now I want to leave my own. Perhaps it will be useful to someone. To be honest, when I came to this university for the first time, I didn’t like it. I didn’t like this Soviet environment: red carpets, huge chandeliers, wood paneling ... In general, in the 10th grade I decided that I wouldn’t enter the RANH. But fate turned out so that I'm still here. And I will say that it is stupid to judge the university by its appearance. And all these reviews are mostly useless. For only when you feel it on your own skin, you will understand whether you like it or not, whether it suits you or not. All people are different, preferences are also different. Interested in a specialty - come!
I was lucky to get into one of the strongest, in the opinion of society (and in my opinion, too), faculties of this university - IBDA. I came here by accident, such is fate. But I'm happy with it. To be honest, I like it. There are pluses and minuses, of course.
The pluses (for me) include a strong emphasis on foreign languages. Six pairs of English in the first year. Six. Steam. When I entered, I had no idea how it was possible. In the second year, the second language begins, you can choose from four: Spanish, Italian, French, German ...

Healthy people teach here. Those who want to learn from. Those that inspire (personally, I remind you). I will add that it is very interesting to study. On many subjects. And yes, no one in my group has ever bought a single exam or test. Moreover, it is scary to do it even, because heavenly punishments promise. And in general there are no such rumors that you can buy something from someone. In addition, there is the possibility of obtaining a second diploma. Foreign. Everyone can take advantage. And the opportunity to go on an exchange is also there. All conditions for study have been created. The classrooms are modern and comfortable. Everything is as it should be. A! I forgot to mention that the university is located right next to the metro, all the main buildings are on the same territory, and the hostel is right there. One of the best, by the way.
The downside is that there are a couple of strange teachers. Such that you want to twist your finger at the temple. It seems that they were specially selected for us to develop stress resistance :). In addition, the pay is quite high, and there are not many budget places. Also, as a minus, misunderstandings with the schedule. Thanks to the renovation, we have two shifts, which is not very convenient for senior students.
To summarize, I will say that I like learning. And they come to the university for this, right?

I'll start by cheating the university:

WHAT YOU GOT IN THE TOTAL:
1 semester: half of the couples from 17.20, then 3-4-5 days are occupied.

My choice was done - career... And thank God, since the knowledge was not received evenly at all. Particularly pleased with the subject in the last semester "Information technology in *************" teacher (oh, how you want to write your full name, but so be it, I'll write in another place), who knows nothing at all v information technology, I wonder what kind of knowledge such a person can give to students? Absolutely NO, or even worse, misleading.

For two years of training, there were 2-3 teachers who gave good knowledge, but not higher than the bachelor's level, everything else is nowhere lower.

Relationship with the administration.
Yesterday's schoolboy, crossing the threshold of the RANEPA, submitting documents to the selection committee, does not yet suspect that public opinion and ratings of the notorious agencies have little to do with reality.
Firstly, the relationship with the administration is based on the porcupine dilemma, in other words: you, the person who came there for the minimum services owed, which are due to you by right (request for information, characteristics, about the opportunity to learn about some event, postgraduate holidays, etc.) you run into the “porcupine needles” represented by the representatives of the Administration, that is, excuses, breakfasts, while the management says that it is trying to help you, but cannot do anything.
Secondly, remember: “You are here, no one owes anything. If we do something, then we do it with good intentions. " In practice, the situation looks like this, you must definitely pay for your studies, at a price that grows annually, which is not established from the real state of affairs (to the question of the quality of services). Forget that you are obliged to inform about planned events on time, organize meetings, public lectures and support you in every possible way. The dean's office does not inform students about student competitions, scholarships, and Olympiads. If the dean's office does not do this at all, then at the level of the Academy, information appears (if it appears) in fact, or in a couple of hours. In other words, the administration is not at all interested in promoting its own students, the popularity of the faculty itself.
Thirdly, we will advise you, if you nevertheless entered, try (not to start your studies with conflicts), because an additional option for you will be an explanation of your real state of affairs, since the Academy has an “eye for an eye” principle, for those who demand “too much” (see earlier). First, the student self-government bodies are pro-administrative, and there is no question of representing the interests of students. There is no reporting from self-government bodies, only formal reporting to the Administration. Consideration of issues that are important for an ordinary student is highly discouraged (meals at reasonable prices, problems with providing the territories of the Academy with the Internet, living in a hostel).
Secondly, there are very few activities for students, except for a skits, a publicized New Year's ball and random festivals, where you can get a can of red bull for free.
Thirdly, if some initiatives are carried out through the Student Council, they usually implement the benefits that students of other universities have been using for a long time (to the question of competitiveness).

4. Education.
First, practice-oriented education has two sides. The first side completely splits the whole point of the practice. As noted in the previous leak, teachers really share their cases: personal, everyday and economic content. Where the household is cleaning the garden and weeding vegetables, the household is fascinating stories about life, and the personal is the accumulated experience of their social activity.
Second side. There are some practicing teachers who really share their professional experience and help to define their profession. There are not many of them.
Secondly, scientific schools. The only meaning of "school", in this case, is the school of life, where you really understand that life is not so rosy, and no one will convince you with illusions about a wonderful future. I study at the Department of Economics, Faculty of Economics, RANEPA. To begin with, a few words about the entire university: there are a lot of faculties, many of which are divided into departments. At the same time, similar specialties, even within the same faculty, but at different departments, can differ significantly. I know for sure that at the Faculty of Law, Ibda (MO), Economics (namely, the Department of Economics of the Faculty of Economics) and, perhaps, at MIGS, students study a lot and get really excellent knowledge. IF YOU ARE GOING TO THE RANEPA, CHOOSE THE FACULTY VERY CAREFULLY, because they vary greatly in level.
Well, now specifically about the economy)
1) Again, the level of teaching depends on the group: there are groups where it is quite difficult to study, and there are those where
just mega-hard, and of the latter, students often want
go to easier groups. The group that you will fall into depends on your points throughout the year.
2) a lot of math subjects. Really a lot. For the first 3 years there are exactly 10 of them. And post all of them are taught

I am a third year student at RANEPA. I can't say that everything suits me, but it was the best option. When I entered, I took into account such things as the presence of exactly the direction and subjects that I want to study, because I already knew exactly who I want to work in terms of not only the sphere, but also a specific direction, which was still quite new at the time of admission. The price for training, as far as I understand, there are several types of contracts: in some the price does not change throughout the training, while in others the institute has the right to raise it. The location of the institute was also important since I live in New Moscow. In my case, it was enough (1 semester-linal, 2-matan), in addition to subjects that are directly related to mathematics, there are subjects that will force you to count, for example, economics, business economics, boo. accounting, statistics and so on. In addition, RANEPA (attention) ECONOMIC UNIVERSITY !!! One way or another, you will plunge into the economy and numbers with tasks. And yes, guys, get ready to count with your hands, not all teachers allow you to use telephones, buy calculators, you will never regret it, take with those who can calculate formulas, etc.
Also, be prepared for the fact that in the first two courses there will be subjects that do not have much to do with the profession, these subjects simply have to be, hand over and forget.
Starting from the 3rd year of study, subjects become noticeably fewer, almost all of them are by profession.

I advise you to go straight for the first two years, the scheme with the established reputation works almost flawlessly. Sit in the first three rows and pretend to listen. It is better to write down EVERYTHING that the teachers say, it will really help out on the exam.
The rule of 15 minutes (if the teacher does not come within 15 minutes, then you can leave), which older generations talk about with such passion in their eyes, does not work in modern realities!
As for the disadvantages, these disadvantages are in one way or another in all universities: problems with audiences are overlaps and one audience is booked by several people at once, but as a rule everything is resolved within 15 minutes; sometimes I had to go to other buildings, etc.

2. Teachers.
As in any university, there are good ones (they understand the subject, have a good portfolio, they are happy to answer and help), there are bad ones (biased, they work “for nothing,” laymen). They don't ask for bribes, there are not even rumors about bribery. During my studies, I met wonderful teachers with whom it was very interesting to study, learn new things, it gets better, but such, unfortunately, are a minority. Most of them are either not very interested in the educational process / feedback, or they show themselves very pretentiously with their incredible merits and professional qualities instead of teaching. Separately, I will add the fact that due to conflicts with the dean's office, many teachers (excellent among other things) in. lang. departments either planned to leave or left at the time of 2019. The conflict itself consisted of students 'complaints about inadequate changes in the curriculum and passing exams (since the criteria were changed several times a year, the teachers simply did not have time not only to prepare students, but even to understand what they wanted from them) and teachers' complaints on salaries disproportionate to work. After massive complaints from students to the dean's office, the administration made a move of genius and accused the teachers of everything, they say it was you who persuaded the students, made all this mess, etc.

3. Dean's office.
Mystical guys who do their job only when it's time to take money from paysites, they will get it even from the ground, for all other questions / complaints / suggestions, please wait for the weather by the sea. The schedule arriving the day before at 23:00 has become the norm.

4. Extra-curriculum.
There are a lot of extracurricular activities, juicy, interesting, for every taste and color, just have time to sign up for a new circle.

5. Practice / internship.
Internships are paid, I know little about them. Practice was given to us from the middle of the 2nd year and they did it just constantly (every six months), and the places for passing either the department or look for yourself, but the fact that you have a schedule for the second shift, with which no one takes practice, tk. your working day is spent at the university, nobody cares. As a way out: to grease with a teacher who can take you under the wing of himself or friends. The skill of pouring water into the report has been increased to 3 pages per minute.

6. Absenteeism and study.
Most teachers are loyal to absenteeism, the main thing in which case is to be ready to answer a couple, it is better to be late no more than 10-15 minutes, although, often, the teachers themselves may be late, because breaks of 10 minutes are tough, all you have to do is walk to the next audience, and someone else needs to smoke, eat, go to the toilet, chat, etc.
As for homework, then each teacher has an individual order. In general, it is extremely easy to study, apart from the period of the session when you have to pull up your pants and practice tightly cramming, because it is enough to get 70+ points (from 61 points, a four starts). I learned what lectures are from friends from other universities, tk. we only had seminars.

7. Canteen and cafes.
It’s for their sake that it’s worth going here, they feed a lot, the food is tasty, for some it may be a little expensive. It's not a shame to give half of the kingdom for Ranchow coffee and Caesar salad.

I am a second year student of the IBDA, direction of management - I like everything :)

Initially, she came here with an alternative in the form of Moscow State University. She preferred the Academy as a more conceptual, open educational institution with a practical orientation of education. Indeed, most of the teachers are from HSE, MGIMO, MGU, so, in fact, both the program and the essence of the presentation of the material does not vary much, but we have collected the very juice - the best from each university. A lot of practice, from 1 course, from 1 day of study - constant events, extracurricular activities, activity. Various forums and conferences, great attention to languages ​​(and not only English!) - provide an opportunity for speaking practice.

But as it was written above in the description of the university, the difference between the faculties at the Academy is colossal. In my personal opinion and reviews of fellow students, the IBDA and FESN are in the top in my direction. Although students of some IOM, of course, will say that only majors study with us. Today I decided to talk about my Academy and my faculty. I periodically read "leaks" about RANEPA, and every time I notice that we are talking about large institutes, and for some reason, smaller faculties remain in the shadows. This makes it impossible to objectively assess and compare the pros and cons of faculties and directions. Most opinions are based on some kind of indirect descriptions and guesses, so today I decided to "open the veil of secrecy" and talk about one of these faculties.
I am currently studying at the Faculty of Economic and Social Sciences (FESN). I entered the academy on the budget for the Olympiad, but at the selection committee I applied for the direction of management and was very worried that they would be enrolled in the wrong place. But, everything ended well, and for the second year now I have been studying at the FESN. Upon admission, the choice was huge, since the Olympiad was quoted in many universities, but it was FESN that attracted me, since in the spring of 2018 I visited the dean's office "on an excursion". I just called and agreed. Everything! Easy and very convenient.
Probably, it is precisely this kind of friendliness and openness that attracts many applicants, because each bachelor's course is 130 people, and all of them support each other. ...

Another huge discovery for me was that the dean's office knows everyone by name! Where can you find this! The door of the dean's office is never closed. In the teaching room, you can safely take laptops for study, print something, and even warm up food and drink coffee. It's really convenient. Therefore, the selection committee of the faculty very carefully selects new students so that this family atmosphere at the FESN will always be preserved.
Foreign languages ​​were another decisive factor for me, and they are taught very well at the faculty. It is thanks to our faculty that RANEPA received the status of the Cambridge University Authorized Center for English. In the program of each of us: a compulsory Cambridge certificate at the end of the 2nd course, another certificate (CAE, IELTS, TOEFL, GMAT) or a Russian diploma of an interpreter at the end of the 3rd and 4th courses. And here all students can get two international certificates in English and a Russian diploma. Of course, in practice, a decent part is content with only two certificates, or even one, but those who want to get all three have all the conditions, and that's cool. Additionally, you can get a certificate in a second foreign language and, as an optional, learn a third language. Since foreign languages ​​are my passion, I simply could not resist such opportunities.
Among other things, the faculty really TEACHES Management. Teachers are focused on practice, to work in the field of business. And students are prepared precisely for real life situations. FESN managed to do something that is not available anywhere else: to combine training with large companies - their educational courses at the faculty are taught by Coca-Cola, Pfizer, BMW, Bosch, Delonghi, PepsiCo, Sberbank, etc. projects. I have not found such information anywhere, and it is really amazing. For you, a 1-2 year student, representatives of large companies conduct their courses. It's just WOW!
By the way, speaking of projects, I can notice that there are quite a few of them, about 30-35 per year; about 150 students of 3 and 4 courses are participating. And the 2nd course also does not stand aside: for example, I recently went to Pfizer to receive data on the project. For me, this offer was just a shock, because I did not expect this in any way, and, naturally, I agreed, because I will not get such an experience anywhere. Many projects are being developed with universities in Germany, Belgium, Italy and France in English; in the process, teams come to a friend to a friend with an intermediate or final defense of the project before the management of the client company. This is an excellent professional experience: in fact, in 5-6 months of work on projects, students rise to the level of real consulting, and the companies themselves take part in the project as a six-month experience practical work... And it is through such projects that I hope to get into these companies for one-year paid internships, because some FESN students have already been able to do this.
In general, our training is very intensive and sometimes stressful, but the methods are the most modern, we study on the lms portal, in WhatsApp, VKontakte, Telegram and even on Instagram, and each teacher is really worried about the results of his students. Very convenient to make and send homework from a phone, on the way to the subway, or where there simply is no computer or textbook. And I also like that we have a clear assessment system in the form of a rating, for a place in the top of which there is a tough struggle. The rating encourages students to study, as there are good bonuses for the top places, ranging from a discount on tuition fees to trips to other cities and countries. Thanks to my place in the top, I was able to get a six-month study in Italy. The whole trimester (yes, we have 3 sessions) I studied at the University of Pisa, and this is a colossal experience for me.
In addition to the ratings of students, there are also ratings of teachers: we anonymously assess the work of each and, for example, recently one teacher (already old) in the middle of the year was replaced by another. This approach to working with students is very pleasing and warms the soul)).
The only thing I would like to add is free student exchanges, or rather their number. I wish that at least half of the students could have the same experience as I do in Italy. I see that the faculty is working on this, and I hope that in time it will turn out to be so.

We also had classes in the corridors. The constant lack of audiences was due to renovations. The program is very weak, there are few subjects in the specialty. Lots of all kinds of water you should know from school curriculum... Only literature is adequately taught here. The fullness of the schedule is also lame: there may be only one pair per day. The Faculty of Journalism of IGSU is very proud of its mentorship system, but there are pitfalls here as well. It all depends on the master of the course, with whom our set was not very lucky. I still don't understand how a female talk show host can teach political journalism. The BRS system deserves special attention. It takes into account all your omissions, affects the grades. Some instructors will only grade you on it. In short: if you did not pass the exam not very successfully / do not want to strain all 4 years / consider yourself a mass entertainer, then the journalism faculty of IGSU is your choice. Only now it will not be possible to find a job in the specialty. The journalism department of IGSU is a huge soap bubble.
