The procedure for translation between universities established normatively, applies only to the accredited state of universities (paragraph 1 of the Procedure, approved by the Order of the Ministry of Education and Science of the Russian Federation No. 501 of February 24, 1998).

It should be noted that local acts regulating the issues of translation and determining the procedure and reasons for the translation of students can be applied in educational institutions. However, these regulatory documents cannot contradict the legislative regulations and all the more worsen the position of students compared with the provisions on the transfer, dictated by the legislation (see Art. 30 of Law No. 273-FZ).

Answering the question how to translate to another university We offer the following sequence of actions below:

Application for transfer to another university

The transfer application is written in the name of the head of the university, which is planned to transfer. According to paragraph 4 of the order, a copy of the test book must be applied to the application.

Provided that the student receives the first higher education and is translated to the university, which has only budget places at the corresponding course, then this state or municipal educational institution will not be right to offer you a place for a fee basis.

Certification when transferring from one university to another

The host educational organization can conduct a student certification in any form: in the form of an interview, consideration of a copy of the test book or in any other form (paragraph 5, 6 of the Procedure).

If the student is translated into another university to an educational program that has differences from the previous, the host university sets a list of disciplines that must be passed to translate.

The procedure for certification and recurrence of disciplines is established in local acts of the receiving university.

After passing attestation, the university can take a positive decision on the translation. The student must receive a certificate about the successful passage of certification in the university in which he translates.

Execution from one university in connection with the transfer to another
